Recently, Indian Leader of Opposition Rahul Gandhi visited the USA and raised concerns about the treatment of minorities in India.
Yesterday, the US State Department’s USCIRF (United States Commission on International Religious Freedom) published a special report on India titled “Increasing Abuses Against Minorities in India.”
We aim to expose the claims made in this report.
USCIRF is a body under the US State Department that monitors the situation of minorities in all countries. Every year, they publish an annual report, but this is not their annual report— it was already released in May. This is a special report focused exclusively on India.
What does the report say?

The report claims that abuses against religious minorities in India are continuously increasing, providing the following reasons:
- CAA Notification: While the Citizenship Amendment Act (CAA) is intended to help religious minorities from neighboring countries, according to USCIRF, it is discriminatory against Muslims in India.

- NRC: USCIRF argues that if the government implements the National Register of Citizens (NRC), it would disproportionately affect minorities in India, even though it is aimed at addressing illegal immigration.
- Ram Temple Inauguration: According to USCIRF, this event was also cited as an instance of abuse against minorities.
Other cited reasons include:
- The Waqf Amendment Bill,
- Bulldozer action on Muslim properties,
- Right-wing demands to repeal the Places of Worship Act,
- The push for a Uniform Civil Code,
- Anti-conversion laws,
- Anti-cow slaughter laws (according to USCIRF, even the protection of cows is seen as an abuse against minorities),
- The cancellation of FCRA licenses for Christian NGOs.

According to this seven-page report, Christian missionaries should be allowed to convert Hindus, and stopping them is considered abuse against minorities. Similarly, if a Muslim is accused of stone-pelting, encroaching on government property, killing cows, engaging in “love jihad,” or settling in India with fake documents, the report suggests that preventing them from doing so would be seen as an abuse against minorities.
The word “BJP” appears seven times in this report, “Christian” nine times, and “Muslim” 72 times.
