After Pakistan’s defeat in the 1965 war, they realized they couldn’t win in a direct conflict. Thus, they initiated “Operation Tupac” to “bleed India with a thousand cuts.”

Pakistan created and funded several militant organizations in India.
The 1979 Soviet Invasion of Afghanistan and its Impact
The USA supported Afghan rebels through ISI funding. After the USSR was expelled in 1989, the ISI and Pakistan’s Jamat e Islami expanded operations in the USA, creating organizations such as ICNA.
ISI’s Terror Plot: Organizing Attacks in India
This terror plot, conceived in the 1980s by ISI and Jamat-e-Islami’s Amir Ul Azeem, involved Bhajan Singh Bhinder, Lal Singh, and others. Bhajan, based in the USA, handled funds and weapons for these attacks.
Lal Singh was team lead for the 1992 terror plot in India, Saquib responsible for logistics, ISI operative Md Sharief was liaison with ISI and Bhajan Bhinder looked after sourcing funds and weapons for the attack, being based in the US.

With the rise of the internet and social media, Bhajan Singh Bhinder changed strategies. In 2007, he partnered with Pieter Friedrich to form the NGO OFMI.
In 2011, the Manmohan Singh government removed Bhajan Singh Bhinder from the terrorist list, allowing him to operate openly. Following this, OFMI continued its efforts in targeting India.
OFMI’s Alliance with Other Anti-India NGOs
OFMI joined forces with two more anti-India NGOs: Hindu for Human Rights and the Indian American Muslim Council (IAMC). This alliance was called the Alliance for Justice and Accountability (AJA).
ISI’s Senate Report and the Creation of Front NGOs in 2016
Pakistan’s Senate recommended the creation of NGO fronts to lobby against India. Two prominent organizations that emerged were Hindu for Human Rights and Equality Labs, both connected to IAMC and ICNA.
Hindu for Human Rights (HfHR)
Founded by Sunita Viswanathan, HfHR is linked with Pakistan’s ISI, Jamaat, and Soros.
ICNA and IAMC
ICNA, the official NGO of Pakistan’s Jamat e Islami, and IAMC, founded by Shaik Ubaid, a former ICNA member, became key players.
The Formation of the Alliance of AJA: OFMI, ICNA, and HFHR
In 2016, Equality Labs joined this alliance. It was a think tank founded by US-based Dalit Thenmozhi Soundararajan and Bangladeshi Muslim Sharmin Hossain, funded by Soros and ISI. They published a caste report widely used to build a caste-based narrative against India.
